Malta Citizenship for Exceptional Services by Direct Investments.

Towards the end of 2020, the Maltese Government repealed the regulations governing the Malta Individual Investor Programme and introduced vast changes to the Malta Citizenship Act.  Through LN 188.05, which came into force on the 20th of November 2020, the Maltese Government introduced the Granting of Citizenship for exceptional services by Direct Investment, a residency regime which may lead to Citizenship by naturalization available to foreign individuals and their families who contribute to Malta’s economic development and who satisfy the requirements and eligibility criteria.

After applying for and obtaining Maltese residency status, the applicant and his family must pass an eligibility assessment.  They may then apply for Maltese citizenship after fulfilling 36 months (or, exceptionally, after 12 months) of residency, and satisfy the personal, commercial, or financial ties as required by the regulations.

A newly formed governmental agency, Community Malta Agency (CMA) is tasked with the administration of these regulations and the stringent four-tier due diligence process of all the applications.

Applicants cannot apply directly but must appoint a Licensed Agent. FACT Consulting Limited is a licensed agent of CMA (License: AKM – FACT) and is authorized to assist its clients with their application for Maltese residency and citizenship.
